This program is for children who are birth to 6 years old and their parents.
The HELP® (Hawaii Early Learning Profile®) program is a community-based assessment tool that targets two different age groups, 0 to 3 years and 3 to 6 years, and is designed to identify a child's needs, monitor his or her growth and development, and establish a plan to address assessment results.

HELP is a flexible, curriculum-based program that is administered by one or more pediatric/early childhood specialists (e.g., early childhood educators; nurses; psychologists; social workers; occupational, physical, or speech therapists). The program uses play-based activities and intervention strategies to encourage, support, and facilitate developmental skills and address specific needs. The HELP 0-3 program covers 685 skills in six domains: Cognitive, Language, Gross Motor, Fine Motor, Social-Emotional, and Self-Help. The program consists of the following set of materials:
HELP 3-6 is a direct continuation of HELP 0-3 and covers 585 skills in the same six domains.
This program was first published by the VORT Corporation in 1995, and according to the developers, it is one of the most widely used curriculum-based assessments in the world and has been translated into eight languages. In 2023, Shine Early Learning purchased the licensing and copyright of Vort's line of early childhood titles.

Considerations for implementing this program include understanding program materials will need to be purchased, obtaining facilitators who have pediatric or early childhood education and training, and finding space and time for assessment and implementation.

Implementation time varies. An initial direct assessment is 45 to 90 minutes; however, this assessment may be completed in 15 to 20 minutes.

To move the HELP program to the Promising category on the Clearinghouse Continuum of Evidence, at least one evaluation should be performed demonstrating positive effects lasting at least one year from the beginning of the program or at least six months from program completion.
